Kapitol has been appointed to deliver the Motorway Control Centre (MCC), a critical component of Victoria’s largest road infrastructure initiative; the North East Link. Strategically located within the Manningham compound in Balwyn North, the MCC will support the operation of twin tunnels connecting Watsonia and Bulleen.

Project Scope

The two-storey facility will house:

  • A state-of-the-art motorway control room
  • Three dedicated server rooms
  • An emergency response suite
  • Tunnel access infrastructure
  • Administrative offices

The compound will also include:

  • A flood-resilient yard
  • Plant workshops
  • A backup electrical substation
  • End-of-trip facilities for staff

Delivery Approach

Kapitol will apply its proven design and construct methodology, integrating in-house design, digital coordination, and delivery planning from the outset. The project will leverage:

  • BIM-led design resolution
  • Power BI reporting
  • 4D construction sequencing
  • Extensive prefabrication, including precast structural walls, CLT façade fins, unitised façade modules, and modular services risers

Sustainability & Community

The MCC is targeting a 5-Star Green Star rating, with over 4,000 linear metres of sustainably sourced timber to reduce embodied carbon and enhance indoor environmental quality. Given its proximity to residential areas and active tunnel works, the project will implement strict environmental and community controls, including:

  • Dust suppression
  • Acoustic management
  • Controlled work zones

Impact

Once operational, the MCC will enable real-time monitoring, emergency coordination, and operational control across one of Victoria’s most complex transport corridors. The broader North East Link program by the Victorian Government is expected to remove 15,000 trucks from local roads daily and cut travel times by up to 35 minutes.
